There will be a Special Town Meeting on September 5 at 6PM at Town Hall to adopt amendments to the ordinance that governs the Disposition of the Hampton Elementary School Budget Surplus. The Ordinance Committee is suggesting two changes. The first is to change the threshold from 1% of the school’s budget to $20,000 when approval of the legislative body is required for transferring some of the school’s surplus funds to a Capital and Non-recurring account at the end of the fiscal year. This amount is in line with the threshold the Board of Finance has for other transfers. The second is to change the word “referendum” to “question” on the advice of the Town attorney who believes that the use of the word “referendum” forces a separate voting event rather than simply including the question on the November election ballot.
